For more than two decades the vast majority of Omega XI's Humanitarian Corporation’s research-related activities have centered on NEPE-14, a non-euphoric phytocannabinoid formulation developed and used exclusively for research, education, and humanitarian purposes.
NEPE-14 is not offered for sale, not marketed, and not endorsed as a medical product. Its use has been limited to documented research environments, humanitarian initiatives, and institutional study conducted in collaboration with academic, federal, and community-based partners.
This research foundation continues to inform Omega XI’s educational programming and humanitarian outreach efforts.

At the center of this stewardship is Richard Brumfield Jr., Co-Founder of Omega XI Humanitarian Corporation and the creator of the NEPE-14 formulation. Mr. Brumfield’s work spans decades of disciplined research engagement, humanitarian service, and collaboration with academic and institutional partners. His leadership reflects a commitment to integrity, transparency, and respect for regulatory and institutional boundaries.
Steven Conley, the current Executive Director of Omega XI Humanitarian Corporation, brings more than two decades of hands-on leadership in humanitarian governance and community-based service to the organization. His experience in building, governing, and sustaining mission-driven organizations ensures that Omega XI’s work remains grounded in ethical service, community accountability, and long-term public benefit.
Together, this leadership structure balances scientific stewardship with operational humanitarian experience—ensuring that Omega XI’s research, education, and outreach efforts are responsibly guided, institutionally aligned, and centered on service rather than commercialization.
